The Consolidated Eligibility Letter System (CELS) is unavailable. As a result, Consolidated Eligibility Letter (CEL) applicants will not have access to the submission, messaging, or retrieval of information within CELS. The CEL is not required for owners, employees, or household members of a certified/licensed child care facility at this time. For questions regarding your pending CEL application, please contact the Clearance Verification Unit (CVU) at 1-877-371-5422. All previously submitted CEL applications will continue to be processed by the CVU. All finalized CEL's will be mailed to the applicant.
